Lord President publishes first Annual Regulatory Report

Sep 9, 2026

The Lord President has today published the first of his Annual Regulatory Reports. The report provides an overview of the work that the Lord President has undertaken in his role of overseeing the legal profession in Scotland in the last 12 months.

The report mentions some key highlights from 2025/2026, discusses progress on preparations for implementation of the Regulation of Legal Services (Scotland) Act 2025, explains what engagement and oversight work has been carried out in the last 12 months and sets out some upcoming projects for the next reporting period.

In his foreword to the report, the Lord President said:

“I am pleased to introduce this annual report. It sets out the progress that has been made over the last 12 months in the regulatory work which I oversee.

It has been a busy year for all those involved in regulating the legal profession in Scotland. I am grateful for all the work which has been carried out by each regulatory authority during this period, especially as they navigate the challenges of implementing the Regulation of Legal Services (Scotland) Act 2025, alongside their existing roles and responsibilities.

I value the open engagement which I have had with each of the regulatory authorities. I also commend their willingness to come together, where appropriate, and embrace new and improved ways of working with one another across the whole regulatory system.”
